Ashtray Tea Rice

I can't find that old article about Bar Noise in Tokyo back in the day but they used to apparently serve rice with tea on it (in what form?) in an ashtray.

I googled it again and the only result is this thread

anyway it was rice with some kind of green tea on it, served in an ash tray
