I would say 'minimally' as such sites are swamped its probably going to be ignored without some promotion. Moreover I have no approved list, and would say you would need to advertise the release if you had any intention of making it public. Because these are free, and because the cost of CDR is low even a CDR 'release' will be swamped. Hence the recent move to cassette as an alternative, and Vinyl - Vinyl is still expensive so its taken more 'seriously'. (not by me)

Alternative, no, people have been exchanging examples of work like this for years, even exchanging cassettes privately. Authoritarian, nope, I have no authority here.
