As far as i'm aware the EU has NOT yet started sanctions on Orban's Hungary, and needing a majority vote of its members this appears unlikely...

next step is "The EU Council" aka heads of state including Juncker, Merkel, May, Macron, and so on and so forth
"The EU Council" is the inner circle of EU elitists
deciding what sanctions/punishments/retaliations against Orban/Hungary
ball is in their totalitarian EU court now
or is it
since Orban is possibly forming his own legal coalition block

a lot of different people voted leave for a lot of different reasons. Immigration was one of the reasons lots of people thought we would be better off out of the EU so we could potentially set our own tariffs rather than help the EU with its quotas. A policy which can cause plenty of political unrest- just look at Sweden right now.

obviously Juncker is President of the European Commission
or do you think he won't have any say on punishments for Orban/Hungary?
are you saying he is not any part of the The EU Council?

But the most unexpected incident happened when Hungarian premier Viktor Orbán arrived and Juncker addressed him, using the expression "the dictator is coming", following it with a warm handshake and a slight slap on the cheek. Later spokesperson Margaritis Schinas called the event only a "joke". "Juncker is known for his very informal style", he said and added "I wouldn’t make anything else out of this".

In August 2016, Juncker received criticism over his remarks on immigration at the European Forum Alpbach in Austria. During his speech Juncker, a supporter of Angela Merkel's open door response to the European migrant crisis, made news by telling the audience that "borders are the worst invention ever made by politicians".

On 4 May 2018, Juncker attended and spoke at a celebration of Karl Marx’s 200th birthday, where he defended Marx's legacy and unveiled an eighteen-foot bronze statue of Marx donated by the Chinese government. Critics accused Juncker of insulting victims of communism. MEPs from Hungary’s ruling Fidesz party wrote: "Marxist ideology led to the death of tens of millions and ruined the lives of hundreds of millions. The celebration of its founder is a mockery of their memory."

OK a trivial point - you probably meant EU leaders..

So the problem with 'punishing' Hungary is to suspend its voting rights needs all members to vote, and Poland it is said will veto, and for any other punishments a 3/4 majority, which again i've seen it said would be difficult.

One of the problems with the EU was the parliament, which is powerless, and so for many pointless.

And of course if the EU gets tough on a state, it might just leave. They look tough - but they fear a successful Brexit probably as much as here in the UK there is a fear of an unsuccessful Brexit. We are watching history folks. (And according to Hegel there is nothing we can do about it! )
