In sequencers the BPM is the same as the tempo .. I don't knwo if there is any software that can determine the bpm of a recording but it's not really important.. as long as it sounds slow.

Canned Beef Records is putting a comp of slow tracks.. use your imagination it should be slow using beats or not I won't be counting BPMs. It could be some other thing that has been slowed down.
